Chairman Bird asked what our obligation is for somebody <br />living along a dirt road in Vero Lakes Estates that is barely <br />accessible, and Director Davis advised that the road would be <br />evaluated under our point system, and if it did not qualify for <br />maintenance, the parties have the right to come before the Board <br />and ask for that road to be paved. We have followed that policy <br />since 1981. We don't know the reason why certain roads were on <br />the list to be graded before the 1981 policy was set, but we do <br />know about the ones since 1982 that have been added to the <br />grading route. <br />Commissioner Scurlock felt we have a responsibility to Vero <br />Lake Estates especially since that is one of the few areas left <br />for affordable housing. He could support a grading route in that <br />area and would like to see it squared off. He has received more <br />calls from people in this area than any other area, and felt a <br />grader route in that area would go a long way in explaining to <br />those residents where their tax monies are being spent. <br />Director Davis explained that Alternative #3 calls for $2.2 <br />million to improve 42.5 miles of roads. That amount is just to <br />improve roadway conditions, clear right-of-way (including <br />Landfill fees), install drainage facilities, etc., so that <br />grading can commence. <br />Administrator Chandler believed that it should be done on an <br />assessment basis rather than have the general taxpayers pay for <br />it, which is why the proposed cost is figured at $10 per lineal <br />foot. <br />Chairman Bird felt it would be very difficult to access this <br />project since some of these areas are on the other side of 1-95. <br />He didn't feel that Alternative #3 adequately addresses Vero Lake <br />Estates. <br />Director Davis didn't feel we should maintain everything in <br />Vero Lake Estates.
