M M r <br />only goal and desire was to respond to the north county request <br />for wastewater service in order to assure orderly growth, which <br />is basically mandated by the concurrency requirements under the <br />new Comprehensive Land Use Plan. Since the City of Sebastian had <br />been unsuccessful on numerous occasions of trying to develop <br />their own system, the County was willing to lend a helping hand. <br />He emphasized to the Mayor that it was never the County's desire <br />to mandate or force anything on the City of Sebastian. The <br />County, with its orderly growth policy, is required to provide <br />efficient and effective service both north and south of the City <br />of Sebastian limits, and would be constructing such a line in any <br />event. He suggested to the Mayor that if the City of Sebastian <br />wished to remove itself from any program, including abolishing <br />the franchise agreements, it would be his recommendation to the <br />County Commission to do so. Staff has determined that there <br />would be no economic hardship on the County if we took such a <br />course. We could reimburse those customers that paid the impact <br />fees and reassign those capacities back into the unincorporated <br />area. In fact, we already have selected an engineer for a <br />million gallon a day expansion, so we feel that the demand is out <br />there. What we would do is not proceed with the next expansion, <br />but go ahead and reassign capacity. <br />The fact of the matter is there's been tremendous miscommu- <br />nication in the north county, and when this County Commission has <br />tried to do nothing but lend a helping hand, he finds it very <br />disturbing that certain individuals in the community are cir- <br />culating mistruths, half truths and in some cases outright lies. <br />There is a memo being distributed in mailboxes that is factually <br />incorrect and, at best, leaves a wrong impression about some of <br />the facts that are correct. The fact of the matter is that the <br />City of Sebastian has control of its total destiny. There has <br />been no approved program in terms of how the assessment would be <br />done.
