withdraw the franchise from the County, that they would not have <br />to go to any expense to do it. His recommendation would be that <br />we do it on a voluntary basis with the thought of buying back the <br />capacity and reassigning it. For those who would continue to <br />want voluntary hookup, we would allow them to do so with the <br />developer's agreement indicating that at such time as the City of <br />Sebastian built its own system, we would convey those customers <br />over to them. This would not impact our system, because our core <br />system has to go through Sebastian to get to the unincorporated <br />areas. <br />Commissioner Wheeler wished to clarify that the dialogue <br />between this Board and the City of Sebastian has been relatively <br />positive and that this opposition is from individuals who are <br />under the impression that hookup is mandatory. He wanted it made <br />clear that this is not the City of Sebastian versus the County. <br />Commissioner Scurlock emphasized that Mayor Conyers could <br />not have been more polite in his request for additional <br />information, but both Mayor Conyers and Councilman Oberbeck had <br />indicated to him that they would be happy if the County would not <br />try to litigate or do anything that would keep them from having a <br />chance to step back and make their own determination. The tiff <br />is by no means being created by the City. In fact, they know the <br />destiny of Sebastian is going to be determined by having public <br />facilities available. <br />Commissioner Wheeler asked if anyone claims authorship to <br />the memo being circulated, and Commissioner Scurlock advised that <br />apparently the author is from the Indian River Property Owners' <br />Association, which he believed was formed by Mrs. Sullivan and <br />Mr. Maxwell. Some of their facts are distorted, and some are <br />just absolutely wrong. He believed the opposition is coming from <br />a number of people who haven't even reserved capacity. There are <br />only approximately 2000 ERUs reserved in the corporate limits of <br />Sebastian, but he has been receiving calls from people who are <br />MAR 5 1991 60 BOOK 8.2.0 F-A'a41 <br />
