DESCRIPTION AND CONDITIONS: <br />Staff has received information from Southern Bell that a telephone <br />communications upgrade for Indian River County is presently being <br />implemented. This upgrade uses a new digital technology in which <br />the transmission medium uses digital pulses rather that analog <br />electrical signals. Present communications technology in this <br />county incorporates 'electrical impulses (DC continuity) over <br />metallic communications lines. Thd Southern Bell upgrade will use <br />optic -fiber lines, which will not effectuate DC electrical <br />impulses. <br />While the emergency services agencies have tried to gradually <br />upgrade emergency communications as needed, Southern Bell has <br />advised staff that their program will interrupt our current DC <br />communications links as soon as April 1, 1991. Much of our newer <br />communication systems will not be affected. But, one primary <br />notification system located between the. 911 Center and the Vero <br />Beach Airport that will be totally non-functional when the transfer <br />to optic -fiber communications occurs. <br />To preclude any interruption in E911 service, <br />the following <br />equipment <br />needs to be purchased per GSA Contract <br />to replace the <br />Direct Current <br />(DC) lines now in service: <br />QUANTITY <br />EQUIPMENT PRICE TOTAL <br />1 <br />Ranger Wall Mount Station <br />$3,345.25 <br />with Battery Backup <br />1 <br />Antenna System <br />446.00 <br />1 <br />Tone Remote w/Encoder <br />968.00 <br />1 <br />Decoder - Station #3 <br />169.00 <br />1 <br />Decoder - Communications Center <br />169.00 <br />1 <br />Labor (Airport) <br />645.00 <br />2 <br />St Blocks 2.80 <br />5.60 <br />1 <br />Labor - Install & Adapt Station #3 <br />157.50 <br />.-----.--.'Labor <br />.- Install at Comm Center <br />210.00 <br />1 <br />Display & Parts at Comm Center <br />80.00 ' <br />GRAND TOTAL $6,195.35 <br />ALTERNATIVES AND ANALYSIS: <br />The communications link between the 911 Center and the Vero Beach <br />Tower is a system that is more than fifteen (15) years old and does <br />not have the potential to be modified as does newer communications <br />equipment. <br />Existing agreements and Airport funding bind the emergency services <br />agencies to provide immediate response onto the Airport in a manner <br />more timely than can be accomplished if the Vero Beach Tower staff <br />were to communicate by telephone to the two 911 PSAP's.
