MAR 12 199 <br />8001(),'. <br />of the proposed district, there are elderly people living on Social <br />Security who are frightened that if the sewer system is forced on <br />thempthey will not be able to afford it and will lose their homes <br />and are looking for an answer to that situation. <br />Director Pinto said it is very clearly stated, and <br />Commissioner Eggert concurred, that we have tried to clarify, there <br />will be no forced hookup. <br />Commissioner Scurlock explained that some residents from North <br />County came to us and wanted the service; a feasibility study was <br />done, which showed we could not do it cost-effectively. There are <br />scare tactics out there about the County running out and mandating <br />everybody to hook up but that is not the way it happens. He then <br />gave the example of the Route 60 situation where both water and <br />sewer are in the right of way of Paradise Park, and they are not <br />hooked up. He also listed Stevens Park, Oslo Park, and others <br />where the.water and sewer lines are right on their front step and <br />they are not hooked up and will not be hooked up until they come in <br />with a petition and request it and even after the petition is <br />submitted there is a waiting period of up to two and a half years. <br />Mr. Widmer suggested, then, that he could tell these people <br />that they will not be forced into the system unless there is a <br />majority vote. <br />Commissioner Scurlock confirmed that in the petition process <br />a request comes before the Commission and the public may be heard, <br />and there is a five-year payment plan and we are even looking at a <br />ten-year payment plan so there should be no cause to worry about <br />losing your homes. <br />Mr. Widmer asked whether the ten-year plan has been <br />established and Commissioner Scurlock explained that if a <br />particular petition came before the Board it would be up to the <br />residents to explain their situation and the Commission would <br />decide whether there is a need for five or ten years. <br />Mr. Pitiak wished to speak again regarding a small point that <br />he felt was important, which is that Section 4 of the old ordinance <br />gives all the jurisdiction under this form of government to the <br />County Administrator, and he felt the word "department" in this <br />section is going to be in conflict because under the duties of the <br />County Administrator, he has the jurisdiction over all departments. <br />This little point to him means that some of the Commissioners are <br />abrogating their duties by giving powers to a department or to one <br />Commissioner as a liaison to establish a separate entity. He felt <br />that should be changed to give the powers back to the County <br />Administrator as it was in the old ordinance. <br />52 <br />
