Attorney Vitunac assured him that the Administrator is the <br />head over all.County departments and he has the authority over all <br />the departments and, ultimately, so does the Board of County <br />Commissioners. This wording was intended as a point of <br />clarification so that people would know who to go to in the first <br />instance rather than thinking they always had to go to the Board. <br />Title I gives Mr. Chandler supreme authority over those departments <br />if there is any kind of dispute. He keeps a daily watch over all <br />departments and if anyone feels there is something improper going <br />on, on the side, he can still go to the Administrator. <br />A gentleman from the audience asked if there is any way for <br />people who are here only six months of the year to save money and <br />avoid the monthly billing charge by paying six months at a time. <br />Director Pinto explained the problem with that is, even though <br />the customer is away, the process still has to be maintained; the <br />meter reader still has to travel the same route, et cetera. <br />In many cases it is an insurance policy to be sure that water is <br />not being illegally used after it's been turned off, or a waterline <br />break has taken place and water is being lost. The cost is <br />incurred whether the customer is here or not. <br />Commissioner Bowman encouraged mobile home park residents who <br />have legitimate complaints to contact the Florida Mobile Home <br />organization for help in working out their problems. She indicated <br />it was started years ago when people were being imposed on and were <br />losing their sites and some of the problems could be solved by that <br />state organization because they have a strong lobby. <br />The Chairman asked if anyone else wished to be heard in this <br />matter. There being none, he closed the public hearing. <br />Chairman Bird felt we have a two-edged sword, or a Catch 22 <br />situation: as heard this morning, a certain segment do not want it <br />mandatory and yet a lot of people feel that rates are too high. <br />Actually, by making it voluntary and hopscotching all over the <br />County as we do with our system, covering only those areas that <br />want it and skipping the others, it is less cost-effective than it <br />would be if we consolidated the system and forced everybody to <br />connect to the core system., <br />Commissioner Scurlock felt compelled to focus on the positive <br />side, which is that almost 80 package plants that were polluting <br />the environment are no longer in existence in the County and in the <br />North County 16 more package plants, which were going directly into <br />the river, are being eliminated. He further pointed out that <br />another cost people are seeing is from the result of treating our <br />waste products in an environmentally sound way.
