Transportation System <br />The subject property has access from 71st Street (Cemetery Road) <br />through a recorded easement. Within the easement is a paved area <br />for ingress and egress to the site. Cemetery Road, a two-lane <br />paved local road, is directly connected to Old Dixie Highway. <br />Environment <br />The eastern 10 acres of the parcel are developed with an existing <br />concrete plant; environmental planning staff have identified areas <br />on the subject 11 acres containing "environmentally important" <br />upland habitat communities and isolated wetlands. The property is <br />not located within a floodplain as identified by the Flood <br />Insurance Rating Maps (FIRM). <br />Utilities and Services <br />The site is within the urban service area of the county; however, <br />water and sewer lines do not extend to the site. <br />ALTERNATIVES AND ANALYSIS <br />In this section, an analysis of the reasonableness of the <br />application will be presented. The analysis will include a <br />description of the potential impacts on surrounding areas, <br />potential impacts on the transportation and utility systems, and <br />any significant adverse impacts on environmental quality. <br />Compatibility with Existing Services and Facilities <br />The site is located within the county Urban Service Area (USA), an <br />area deemed suited for urban scale development. The comprehensive <br />plan establishes standards for: Transportation, Potable Water, <br />Waste Water, Solid Waste, Drainage and Recreation. The adequate <br />provision of these services is necessary to ensure the continued <br />quality of life enjoyed by the community. The Comprehensive Plan <br />also requires that new development be reviewed to ensure that the <br />minimum acceptable standards for these services and facilities are <br />maintained. <br />- Transportation <br />A review of the traffic impacts that would result from the <br />development of the property indicates that the existing level of <br />service would be maintained. The maximum buildout permitted by the <br />existing zoning is 60 residential units; that amount of development <br />would generate approximately 368 average daily trips. The proposed <br />industrial zoning would generate only ±177 average daily trips. A <br />standard two-lane road can accommodate approximately 13,000 trips <br />per day. Based upon staff analysis, it was determined that <br />Cemetery Road and other roadways serving the project can <br />accommodate the trips without decreasing their existing levels of <br />service. A more detailed review of transportation impacts will be <br />required as part of the development review process. <br />Utilities <br />The site is within the urban service area; however, the area is not <br />currently serviced by water and wastewater. At present, capacity <br />for these services is not available for this portion of the county. <br />Since no ERUs for water and wastewater have been reserved as of the <br />present time, the applicant has entered into a developer's <br />agreement with the county which states that the developer agrees to <br />17 BOOK Q P• r E E <br />NAR 19 199 <br />
