asked Mr. Asher who in the world would put that kind of money <br />into a non interest bearing account. However, the Association <br />knows that all the monies collected were put into an interest <br />bearing account. <br />Mr. Nelson next raised the question of the interest the <br />County was to have paid the developer from that money as of <br />September 30th of each year. Apparently that was never done <br />according to the financial reports that they have seen. The <br />developer also agreed to pay impact fees according to an <br />escalation of charges as provided by Ordinance 80-21. The <br />developer further agreed to pay $500 per month into a maintenance <br />account up to a sum of $30,000. In order to have paid the full <br />$30,000, Florida -Atlantic would have had to own that park for 60 <br />months. They owned it for 57 months, and should have paid <br />$28,500 into that account. Had someone collected what was due <br />the County, they would have had $28,500. Why didn't they pay <br />that, and if they did, where is the account that shows it? They <br />cannot find anything in the Finance Department here in the <br />County. The are also concerned about the records showing the <br />collection of the R&R funds. He pointed out that the Resolution <br />states that the cost of the meter at such time as the County <br />provides water service to the franchise area may be taken out of <br />this fund. Therefore, that money should be in there in case a <br />meter was ever installed. Resolution 80-88 states that the <br />developer was requiredto pay a permit fee of $12,960 at the time <br />the franchise was approved. Where is the accounting of this <br />$12,960? The Association has many questions such as this one <br />that County staff is currently researching and hasn't had time to <br />answer. He wished to ,commend Mr. Asher, who has been very <br />helpful. <br />Mr. Nelson stressed that the first impact fees should have <br />been paid in August, 1980, when the first mobile home unit was <br />erected for Mr. E Mrs. Forest, who are in attendance today. Why <br />was payment of that impact fee not paid until April 29, 1985, <br />five years later? Why was it paid just shortly before Florida - <br />Atlantic sold the park to Realcor? The County didn't receive the <br />first check from Florida -Atlantic until November 16, 1983, and <br />that was on unit 263. Why wasn't the County getting this money? <br />Evidentally, it seems that all ordinances and resolutions were <br />signed, shoved in a drawer, and never taken out and looked at <br />again. <br />Commissioner Scurlock felt the reason for that is that we <br />went through three county administrators as well as a utility <br />director, and there was a lot of controversy during that time. <br />40 <br />BOOK f'A�E <br />
