MAR I X99 <br />1 i <br />BOOK F,16E 9. <br />Continuing with his argument for proper accounting by the <br />County, Mr. Nelson noted that in the County's accounting of the <br />$143,000, one place shows a figure of $142,967 and in another <br />place it shows a total of $142,707, a deficiency of $260. Impact <br />fees were paid for at least 509 units, but last December they <br />received two lists from the County Utilities Dept. One showed <br />that impact fees were paid for 501 units. Where are the other 8? <br />Those 8 units are important and must be accounted for. In <br />addition, the printout from the Finance Dept. listed the cash <br />+ receipt numbers and when these monies were deposited, but the <br />list that he handed out to the Commission members earlier doesn't <br />show the cash receipts for the first couple of payments. What <br />did they do with the rest of them? Referring to an inter -office <br />memo written by Joseph Baird on February 13, 1986, he noted that <br />the summary of payments came out to $148,293.08. There was a <br />cover sheet with that memo that showed the $148,293.08, but <br />somebody had put a line through that and crossed it out, reducing <br />it to $146,023.08. What did they do with the $2,270 that they <br />crossed out? That again represents 10 homes at $227; thus, when <br />he refers to a minimum of 509 homes, there could be more! The <br />bookkeeping must have been atrocious back at that time, but that <br />is not their problem. They should not have to suffer because <br />someone didn't do the proper bookkeeping, collect the proper <br />amount of impact fees, nor require the owner to pay the proper <br />fees. <br />Mr. Nelson next addressed the interest paid by the County on <br />these accounts. Utilities' records show $142,707 as the balance <br />as of June 5, 1985, the day Realcor purchased the park from <br />Florida -Atlantic. It shows the interest of $3,316.07 up to <br />September 30, 1985, and they kept that interest. He stressed <br />that it doesn't add up. Why didn't the County pay interest on <br />the Florida -Atlantic account at least up until September, 1984? <br />Starting in October of 1980, they should have paid an interest <br />amount to Florida -Atlantic by September 30th each year. Who has <br />those accounts? Where did the interest go? Mr. Nelson also <br />wished to know what happened to the $69,020 contribution in aid <br />of construction. <br />Mr. Nelson went back to the $227 figure that was collected, <br />and they agree that no court in the land would move that $227 was <br />feasible for water and sewer, but if the money had been <br />collected, it would have been there. They intend to point out <br />the failures to collect the proper amounts. It is an oversight, <br />but they don't intend to pay for the oversight. <br />Mr. Nelson returned to the franchise agreement made with <br />Realcor dated 6/5/85, which states that there are approximately <br />41 <br />
