APR 2 1991 BOOK 8 <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Eggert, the Board unanimously directed that <br />a letter be written to United Artists Cablevision Co. <br />as suggested by the Chairman. <br />RECOMMENDED POLICY - 25% COMPENSATION TO DEVELOPER_ ASSOCIATED <br />WITH PAVING COUNTY MAINTAINED LOCAL ROADS <br />Public Works Director Davis reviewed the following, noting <br />that the proposed policy related back to the request for compen- <br />sation made by Joe Berlin, at which time staff was directed to <br />prepare a policy for such reimbursement: <br />TO: James E. Davis, P.E. <br />Public Works Director <br />SUBJECT: Recommended Policy - Reimbursement to Developer <br />for 25% Compensation Associated with Paving County <br />Maintained Local Roads <br />DATE: March 14, 1991 FILE: reimbur.agn <br />DESCRIPTION AND CONDITIONS <br />During the March 4, 1991 meeting of the Board of County <br />Commissioners, staff was requested to develop a policy to <br />provide for partial monetary reimbursement to those <br />developers who pay the cost of paving County maintained <br />roads. Whereas past history has revealed that developers of <br />commercial, industrial and multifamily zoned properties are <br />subject to paving requirements, the policy can be applied to <br />all development types. Also, the County's Petition Paving <br />Program has historically established precedents in County <br />funding initiatives. <br />ALTERNATIVES AND ANALYSIS <br />Since the primary goal of the County Petition Paving Program <br />for local road paving has been to reduce the County's burden <br />of grading roads in urbanizing areas and to consolidate the <br />geographic boundaries of the County's seven motor grader <br />routes, staff is proposing the establishment of a road <br />paving urban boundary, east of which all County maintained <br />unpaved roads are high priority for paving(see attached map <br />showing boundary). The policy recommended by staff is that <br />the County provide for 25% cost reimbursement to any <br />developer or individual who paves a County maintained road <br />located east of the road paving urban boundary subject to <br />the following conditions: <br />34 <br />
