1) All paving and construction in County right-of-way must <br />be designed by a Florida Registered Civil Engineer and <br />approved by the County Engineer prior to construction. <br />The design shall be in accordance with the Florida DOT <br />Manual of Uniform Minimum Standards for Design, <br />Construction and Maintenance for Streets and Highways. <br />2) No work can commence until all required local, state, <br />and federal permits are obtained and a copy sent to the <br />County Engineer. <br />3) All necessary right-of-way and easements must be <br />acquired. <br />4) The maximum County reimbursement cost shall not exceed <br />25% of the average county cost of road paving based on <br />the price per lineal foot of the past year's petition <br />paving cost of roads constructed by the County Road and <br />Bridge Division. In addition, 25% of the Engineering <br />costs may be included. <br />5) No payments would be issued until all construction is <br />inspected by and approved by the County Engineer. <br />6) The 25% cost reimbursement must be approved by the <br />Board of County Commissioners. <br />7) The Road Construction Contractor or Developer must <br />guarantee the road construction for a minimum of one <br />year. <br />8) Release of liens must be executed by all contractors or <br />subcontractors furnishing construction materials or <br />services. <br />9) An approved testing lab must monitor density and <br />compliance with the County standards on subgrade, base <br />construction, and asphalt construction. <br />10) As -built drawings must be submitted to the County. <br />11) All Contractors working in the County Right -of -Way must <br />have insurance as required by the County's <br />Administrative Manual. <br />12) Copies of all construction plans must be sent to the <br />County Utilities Department for information purposes. <br />If a water or sewer line is proposed for construction <br />in the next two years, construction may be delayed by <br />the County. <br />13) The developer shall notify property owners along the <br />street to be paved that paving is eminent and notify <br />them of paving schedule. <br />14) Traffic shall be maintained during construction <br />including mail delivery. <br />15) Appropriate drainage Istormwater management and traffic <br />control devices must be included in the project. <br />16) The County shall be indemnified against Errors and <br />Omissions or acts of the developer and contractor. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends that the above policy be adopted to govern <br />the County's cost reimbursement for paving County maintained <br />roadways east of the road paving urban boundary. <br />35 <br />APS ' BOOK 8r: F"E � <br />9 <br />
