MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, to authorize the Department of <br />Utility Services to conduct negotiations and to pro- <br />ceed with an agreement with the first choice firm <br />listed above, and if negotiations fail, proceed with <br />the other firms in the order listed. <br />Commissioner Scurlock noted that as part of the scope of <br />services they will do some modeling of the entire area and get <br />the drawdowns of adjacent wells as well as look at other wells in <br />the area. <br />Commissioner Eggert asked if we are getting into any sub- <br />contracting at this level, and Commissioner Scurlock advised that <br />two of the firms did have joint ventures; this firm did not. <br />THE CHAIRMAN CALLED FOR THE QUESTION. <br />It was voted on and carried unanimously. <br />PROPOSED AGREEMENT W/C.E.BLOCK, ARCHITECT RE GOLF COURSE <br />EXPANSION <br />Attorney Vitunac noted that the proposed agreement sets out <br />that the architect will provide his services for 5% of the <br />construction cost - not to exceed a total of $39,200. Also, <br />staff is recommending language to say that the architect will be <br />paid no more than $2,000 for construction administration rather <br />than inspection. There is a total $4,000 maximum for all <br />buildings, not just the clubhouse; so, the total cost would be <br />$39,000 plus $4,000. <br />Commissioner Scurlock believed at 5% that figure indicates <br />we are talking about an $800,000 facility; he had not contem- <br />plated this project could run as high as that, and he has some <br />problems with that. <br />Considerable discussion ensued regarding the budgeted figure <br />and the various buildings that are included, i.e., the clubhouse, <br />the cart buildings, shelters, parking, etc. <br />Commissioner Scurlock wished to know just exactly what 5% of <br />construction costs includes - does it include the parking lot, <br />furnishings or what? He did not know that we need an architect <br />for the shed. <br />Chairman Bird pointed out that the golf cart shed will <br />require heavy electrical service. He advised that we can bring <br />this i.tem back with a complete breakdown. <br />Commissioner Scurlock noted that he is just concerned <br />because we are looked at with a microscope on this golf course, <br />39 ROOK �8 PAGE 4J <br />
