CR512 TWIN PAIRS WIDENING AND (B) ROBERT BRODIE PROPOSAL <br />(rescheduled from 4-2-91 meeting) <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />SUBJECT: CR512 Twin Pairs Widening <br />DATE: March 26, 1991 <br />DESCRIPTION AND CONDITIONS <br />FILE: twinprs.agn <br />During the March 13, 1991 meeting of the County <br />Transportation Planning Committee, the Committee recommended <br />that a study be commissioned to determine if the current <br />:Twin Pairs Widening project is compatible with a long-range <br />plan to construct a railroad overpass at the existing CR512 <br />..location. Future conceptual plans proposed by Architect <br />Robert Brodie of Sebastian include widening the existing <br />;CR512 roadway at an elevation 91# below the existing <br />elevation and raising the railroad approximately 12' above <br />the existing grade. The study is to consider alternatives <br />that may be feasible to accommodate a widened roadway and <br />grade separated railroad crossing. <br />ALTERNATIVES AND ANALYSIS <br />Staff has considered an appropriate scope of work for a <br />study to accomplish the Committee's objective. To perform a <br />complete, detailed analysis, a Consultant would need both <br />major highway design experience and railroad engineering <br />design experience. Extensive right-of-way acquisition <br />affecting major building would be necessary, and appraisal <br />work should be included in the scope. <br />The following alternatives are presented: <br />Alternative # 1 <br />Direct staff to prepare a Request for Proposals and <br />initiate CCNA procedures for selecting consultant(s) to <br />perform a detailed study of possible options to widen <br />CR512, including the construction of a railroad <br />overpass located at the existing CR512 alignment. The <br />selection process would take at least 45-60 days and <br />the study would take approximately 60-90 days. <br />Alternative #2 <br />Authorize the County's current CR512 Consulting <br />Engineer, Kimball -Lloyd, Inc. and staff to meet with <br />the FEC Railroad Chief Engineer, W.S. Stokely, and <br />determine if the proposed Twin Pairs design is <br />compatible with the possible future implementation of a <br />grade separated railroad crossing to be located at the <br />current CR512 location. <br />15 <br />APR 31LG 1991 BOOK 83 N,'uE 0 4-1 <br />
