® M <br />Special exception uses are those types of uses that would not <br />generally be appropriate throughout a particular zoning district. <br />However, when special exception uses are carefully controlled as to <br />number, area, location, and/or relationship to the vicinity, such <br />uses would not adversely impact the public health, safety, comfort, <br />good order, appearance, convenience, morals and general welfare and <br />as such would be compatible with permitted uses within the <br />particular zoning district. In granting any special exception, the <br />County may prescribe appropriate special conditions and safeguards <br />to ensure that the use is compatible with surrounding uses in the <br />district. <br />The Planning and Zoning Commission considered this project at a <br />formal public hearing held April 11, 1991 (Please see Attachment #6 <br />for a copy of the Planning and Zoning Commission agenda item.) . At <br />that meeting, the Planning and Zoning Commission recommended that <br />the Board of County Commissioners approve the special exception use <br />with the conditions referenced in the recommendation section of <br />this report. The Planning and Zoning Commission also approved the <br />project site plan conditioned upon the Board's approval of the <br />special exception use. Final approved minutes of the Planning and <br />Zoning Commission are not available at this time. <br />ANALYSIS: <br />1. Size of Property: 19.8 acres <br />Area of Development: 2.93 acres or 127,791 sq. ft. <br />(Access road, tower fall radius, and <br />leased parcel for base of tower) <br />2. Zoning Classification: A-1, Agriculture 1 (up to one unit <br />per five acres) <br />3. Land Use Designation: L-2, Low -Density Residential 2 (up <br />to 6 units per acre) <br />4. Proposed Building Area: 314 sq. ft. (equipment shed) <br />5. Impervious and <br />Semi -impervious Area: 14,346 sq. ft. or 11% of the area of <br />development. <br />(Equipment shed, gravel area for <br />tower base and access road) <br />6. Open Space Required: 76,674 sq. ft. or 60% of the area of <br />development <br />Provided: 113,445 sq. ft. or 89% of the area <br />of development <br />7. Traffic Circulation: The site will be accessed from 65th <br />Street via a single two-way drive. This design has been <br />approved by the Public Works,Department. <br />8. Off -Street Parking Required: 1 tower 2 spaces <br />(2 spaces <br />per tower) <br />Provided: Standard 2 -spaces <br />Compact 0 spaces <br />Handicapped 0 spaces <br />Total 2 spaces <br />The applicant has proposed providing these spaces as an <br />unpaved stabilized surface.
