� � r <br />maintained" and asked whether this goes in the pink area, rather <br />than the yellow area. <br />Director Keating affirmed that is correct and explained the <br />yellow area would be completely cleared for the structure, and the <br />pink area, being the fall distance, can incorporate the screening <br />area and overlaid on that can be the set-aside area. <br />Commissioner Bowman noted in regard to the set-aside, this is <br />a special exception and we can make special requirements and your <br />15 percent does not amount to anything at all when it comes to the <br />sandscrub; so, in this case, she would think we can require them to <br />leave everything, just as we should leave everything the way it is <br />except for the pink area. <br />Director Keating pointed out that the 0.29 acre set-aside is <br />10 percent of just the leased area. If the entire 19 acres came in <br />for development, then 10 percent of the 19 acres would have to be <br />set aside. <br />Director Boling advised of several ways to accomplish the <br />screening requirement and Attorney Collins commented that, as a <br />practical matter, the entire site will probably be left in its <br />native state unless and until the Utility Department or the County, <br />or whoever has control of that property, proposes additional <br />development; then permits would have to define exact requirements. <br />Commissioner Scurlock asked if it is staff's opinion that we <br />are getting fair value for what we are leasing and Administrator <br />Chandler confirmed that we are. <br />The Chairman opened the public hearing and asked if anyone <br />wished to be heard in this matter.
