I <br />APS 16 991 <br />DOOK <br />APPROVAL OF EMS EMT/D PROJECT AND ACCEPTANCE OF $23.000 IN <br />DONATIONS FROM SOUTH BEACH RESIDENTS TO IMPLEMENT PROGRAM <br />Emergency Services Director Doug Wright made the following <br />presentation: <br />TO: James Chandler <br />County Adn <br />I'nis rator <br />FROM: Doug Wright, Director <br />Department of Emergency Services <br />DATE: April 1, 1991 <br />SUBJECT: Approval of EMS EMT/D Project and <br />Acceptance of $23,000 in Donations From <br />South Beach Residents to Implement Program <br />It is respectfully requested that the information contained herein be <br />given formal consideration by the Board of County Commissioners at <br />the regular meeting scheduled for April 16, 1991. <br />DESCRIPTION AND CONDITIONS <br />For the past few months, Medical Director Roger Nicosia and Emergency <br />'..Services staff have been studying the feasibility of improving the <br />:-.first responder program and planning an EMS project related to <br />i -:..enhancing EMT capabilities to EMT/D status with advanced equipment <br />!'-and life saving training. The project planned was scheduled to be <br />included in the budget for FY 91-92 for consideration by the Board of <br />County Commissioners. <br />The first consideration was to determine the appropriate location for <br />the project. Staff decided that Station #6 was suitable since it is <br />located in an area conducive to the project in terms of population <br />age, type of calls for which the risk population might benefit from <br />the enhanced treatment modalities, response time, low volume of fire <br />runs from the service location, and least impact on other service <br />locations when out of service. Statistics/data from run sheets and <br />the E911 data base was utilized in making the decision as to project <br />location from which the proposed program was to be implemented. <br />During the time the project was being put together, staff was <br />contacted by some residents of the South Beach/Moorings area <br />regarding the possibility of locating an emergency transport vehicle <br />at Station #6 and staffing it full time with EMS personnel. Staff <br />conveyed to the residents that sufficient justification did not exist <br />to staff this service location with EMS personnel at this time. The <br />residents were apprised of the proposed EMT/D project planned for <br />inclusion in the FY 91-92 budget, which if approved and funded by the <br />Board of County Commissioners, would be implemented at some point <br />during the calendar year of 1992. It was at _this time that the South <br />Beach/Moorings residents questioned if the project could be <br />implemented earlier than planned if funds were raised by the citizens <br />this year. The residents were informed this could be accomplished, <br />but approval for the project from the Board would be necessary. <br />The proposed EMT/D Project which has been developed and planned to be <br />located at Station #6 would require the following equipment: <br />Advanced Suction Equipment - The ambu suction unit is used to <br />clear the airway by removing material from the mouth and the <br />back of the throat.
