Purchasing Manager and a recommendation was received in memorandum <br />form to increase the projected cost by 10% for market inflation. <br />This would bring the anticipated costs for the furnishings to $93,400 <br />per the attached list. <br />ALTERNATIVES AND ANALYSIS ' <br />The budget- for furnishings/supplies in Phase 'III was originally <br />estimated to be $200,000. After the Board considers and approves a <br />list of furnishings/supplies, the Purchasing Manager will proceed to <br />advertise for bids and return to the Board for award of the bid <br />routinely. <br />RECOMMENDATION <br />Staff recommends the Board authorize staff to advertise the -approved <br />furnishing/ supply list for bid subject to the manual of purchasing <br />and procedures prior approved by the Commission. <br />ON MOTION by Commissioner Wheeler, SECONDED by <br />Commissioner Eggert, <br />authorized staff to <br />the Board unanimously <br />advertise the approved <br />furnishing/supply list for bid subject to the manual <br />of purchasing and procedures previously approved by <br />the Commission. <br />COUNTY EMPLOYEES HEALTH BENEFIT PROGRAM <br />The Board reviewed the following memo dated 4/12/91: <br />To:,'James Chandler, Date: April 12, 1991 <br />County Administrator <br />From: Jack Price, Personnel Sub: Health Benefit <br />Program <br />................:........................................... <br />On January 22, 1991 the Board of County Commissioners approved the <br />selection of Stanford & Co. (insurance consultants) to assist in <br />evaluating the County's health benefit program (RFP 91 -RFP -41). <br />Through Stanford's analysis of Indian River County's past claims <br />data and discussions with the health benefit committee it is <br />apparent that expert assistance is needed with negotiations for PPO <br />discounts (see attachment). The current limited PPO is serving as <br />a start point with savings as predicted. Future cost management <br />will be so heavily influenced by the PPO that consultant assistance <br />in negotiating even more favorable discounts for FY -92 and beyond <br />is warranted. Stanford & Co. can provide this assistance at an <br />expected cost of $5,500. This cost is within the approved <br />budget. <br />The committee believes the additional expense is a good investment. <br />Please submit this request to the Board of County Commissioners for <br />their approval. <br />APR 23 1991 J <br />
