M' <br />DESCRIPTION & CONDITIONS : <br />The "Oslo/FMEL property," owned by United Financial Group, Inc., is <br />a 292+ acre tract located north of Oslo Road and east of U.S. #1, <br />next to the Florida Medical Entomology Laboratory. The property <br />supports a pristine, mature coastal/tropical hammock and xeric <br />scrub habitat, and includes a large impounded salt marsh next to <br />the Indian River Lagoon. <br />In July .1990,'• a proposal to rezone the property to a higher <br />development density was brought before the Board of County <br />Commissioners for a public hearing. While the proposed rezoning <br />was denied, the hearing brought to light the significant natural <br />features of the site, and the impending "threat" of development to <br />those features. Subsequently, on September 25, 1990, the Board <br />authorized certified appraisals of .the property as a first step <br />toward public acquisition for resource protection purposes. The <br />appraisals have now been completed. <br />While the Board authorized the appraisals of the Oslo/FMEL property <br />prior to the establishment of the County Land Acquisition Advisory <br />Committee (LAAC), LAAC has reviewed the property and has made <br />recommendations, in that the property is on the LAAC review list <br />for this year and has characteristics appropriate for LAAC review. <br />Thismemorandum is presented to apprise the Board of the appraisal <br />:..status and'to convey LAAC's recommendations on the matter. <br />62 <br />
