CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES FOR INDIAN RIVER <br />BOULEVARD PHASE III <br />The Board reviewed memo from Public Works Director Jim Davis <br />dated April 18, 1991: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director <br />�: SUBJECT: Construction Management and Inspection <br />' Services for Indian River Boulevard Phase III <br />DATE:.' April 18, 1991 <br />DESCRIPTION AND CONDITIONS ' <br />-In the original Professional Engineering Services Agreement <br />between Indian River County and Boyle Engineering Corp. <br />..dated September 23, 1986, a Construction Services Section <br />as included in• the Scope of Work at a budget price of <br />$97,110 which.- provided for a Resident Inspector for a <br />12 -month °consruction period. The contract contained a <br />statement that* "Prior to the Construction Bidding Phase of <br />;this project, the County and the Consultant shall review the <br />.Construction Contract Administration Services requirements <br />for the project and mutually agree on the Scope of Services <br />and the upset. compensation limit." The County Staff and <br />Consultant have recently met to negotiate the Construction <br />Services -'which include a full-time on-site Resident <br />Inspector for a• one year construction period,. and the <br />'Consultant has proposed new compensation in the amount of <br />$163,350. Staff is of the opinion that inspection services <br />'in the latter phases of construction can be performed by <br />County, staff, and that Boyle Engineering can provide <br />inspection services during the initial six months of <br />construction (when concurrent activities are expected to be <br />intense) and•contract administration services for the full <br />12 month construction period at a cost not to exceed the <br />1986 budgeted cost of $97,1110. Routine Testing Services by <br />a Geotechnidal Consultant were not included in the 1986 <br />budgeted cost of $97,110. Letters of Interest have been <br />requested from Professional Engineering and Testing Firms to <br />provide routine Testing Services during construction. <br />ALTERNATIVES AND ANALYSIS <br />Alternative No. 1 <br />Authorize Staff to prepare an amendment to the <br />original contract with Boyle Engineering, to <br />provide Construction Services at a cost not to <br />exceed $97,110. County Staff would perform <br />inspection services during the last six months of <br />construction. <br />81 <br />MAY 7 1991 <br />
