, -7 <br />MAY 7 m9i RooK <br />Alternative No. 2 <br />Prepare an amendment to Boyle Engineering's <br />original contract providing Construction Services <br />with a full-time on-site Resident Inspector for a <br />full one year period at a cost of $163,350. <br />Alternative No. 3 <br />Proceed through the CCNA Selection process to <br />select a Consultant to provide Construction <br />Services. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that Alternative No. 1 be approved. <br />Funding to be from Fund 309, Indian River Boulevard North <br />Project Account. <br />Commissioner Scurlock voiced his concern of Boyle Engineering <br />not having a resident inspector for this project because of the <br />potential liability in claims for damages where the engineering <br />firm could blame a County inspector if designs are not followed. <br />Although he has no doubt that our engineering people are competent <br />and qualified, he does not want to have any fingers pointed at us. <br />Administrator Chandler said he had discussed this subject with <br />Director Davis and they shared Commissioner Scurlock's concern. <br />The way the contract is structured, Boyle Engineering would be <br />responsible for all the major construction inspections. The County <br />staff inspections would be very limited in scope. <br />Commissioner Eggert questioned the final inspection and <br />Director Davis assured the Board Boyle would be there for a final <br />inspection. All major bridge work, box culverts, all those things, <br />Boyle would be on site inspecting. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />Alternative Number One as recommended by Staff and <br />agreed that staff would perform inspection services <br />during the last six months of construction. <br />REQUEST FOR WAIVER FOR FLOODPLAIN CUT AND FILL BALANCE <br />The Board reviewed memo from Civil Engineer David Cox dated <br />April 24, 1991: <br />82 <br />
