April 24, 1991 <br />k( � <br />iSUB,7ECT:Request for Floodplain Cut and Fill Balance Waiver <br />Residence at 3380 Buckinghammock Trail <br />REFERENCE: Building Permit No. 91030277 <br />for <br />.Masteller, Moler & Reed, Inc. on behalf of Mr. Richard Arnold is <br />,requesting a waiver of the cut and fill balance requirement of <br />Section 930.07(d) of the County Stormwater Management and Flood <br />Protection Ordinance for a proposed single family residence located <br />at Lot 17, Block 2, Buckinghammock Subdivision. The area of the <br />-lot exceeds the 1/2 acre threshold requiring a provision of an on- <br />site cut and fill balance to mitigate displacement of flood waters. <br />A waiver is available for sites located within the 100 year flood) <br />plain of the Indian •River. An Engineer's statement and a letter <br />requesting the waiver are attached. The waiver is the last item <br />needed to -complete a Type C Stormwater Management System Permit, <br />application. <br />ALTERNATIVES AND ANALYSIS <br />The project meets the cut and fill balance waiver criteria of being <br />located in an estuarine environinent and the project engineer has <br />stated that all other Stormwater Management and Flood Protection <br />Ordinance requirements will be met. <br />Alternative No. 1 <br />Approve the cut and fill balance waiver request. Upon approval of <br />the waiver, staff would issue the project's Type C Stormwater <br />Management System Permit. <br />Alternative No. 2 <br />Deny the waiver request and require re -design to accomplish an on- <br />site balance of cut and fill. <br />RECOMMENDATION <br />Staff recommends approval of Alternative No. 1. <br />ON MOTION by Commissioner Bowman, SECONDED by <br />Commissioner Wheeler, the Board unanimously approved <br />the cut and fill balance waiver request made by <br />Masteller, Moler & Reed, Inc., on behalf of Mr. <br />Richard Arnold as recommended by Staff. <br />83 <br />MAY 7 11 <br />
