Director Dean noted that staff's concern is that we have <br />someone responsible to see that this is done in a timely fashion <br />and we do not delay the project. <br />Commissioner Eggert felt there are a lot of responsible <br />people out there, and she believed you will find Mrs. Lloyd -Lee <br />exceedingly responsible. <br />Commissioner Wheeler advised that he talked to Mrs. Lloyd - <br />Lee, who is president of the American Society of Interior Design, <br />and she said this would be a free gratis project for their <br />organization. She'also said she has worked on large buildings <br />and she would be willing to serve with our staff and the <br />architects and to write the specs. <br />Commissioner Scurlock expressed concern about working with <br />someone where you have no contract setting out exactly who does <br />what and wondered what happens if you have a disagreement. <br />Commissioner Eggert continued to stress that she would like <br />further investigation to determine if this is a viable alterna- <br />tive. If it is and would save us $50,000, we should go with it. <br />Administrator Chandler would suggest that, if the Commission <br />is amenable, they at least should approve the rest of the <br />contract, and then staff can bring this aspect back. In regard <br />to the update Commissioner Wheeler also expressed concern about, <br />he pointed out that in the presentations made by the different <br />architects, all of them had questions about the validity of the <br />square footage in that 1988 study except the firm that did the <br />study. <br />Commissioner Wheeler argued.that all this should be part of <br />the package; that the architect should do all this update. <br />Administrator Chandler pointed out that they are going to_, <br />and that is what the cost is for. He agreed the architects could <br />just go ahead and use the square footage originally identified, <br />and then if it were wrong and not workable, we would be stuck. <br />Commissioner Scurlock believed what Mr. Chandler has done is <br />itemized this to a greater extent than we usually see, and he <br />believed we still have a good price. You must look at the <br />percentage, and that is 6.70. <br />Administrator Chandler continued to argue that the need for <br />an update of square footage is appropriate, and Director Dean <br />informed the Board that he has had two of the Constitutional <br />Officers call him and express concern about this. The Clerk <br />wants to add more people, and the State Attorney advised that his <br />staff has almost doubled since the previous study. <br />Commissioner Scurlock felt we should just address whether <br />6.7% is an acceptable fee. <br />\ MAY 14 1991 J <br />
