I <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, to approve the contract with <br />Pierce, Goodwin, Alexander and Linville, as recom- <br />mended by staff and authorize the Chairman to execute <br />same. <br />Commissioner Wheeler expressed concern about the lump sum <br />broken out for Interior Design. He noted that he voted against <br />that for the Library; he does not agree with it; and he does not <br />want to see it in this contract. He further informed the Board <br />that he has talked with an individual who is head of the American <br />Society of Interior Design, and as a community project, they have <br />offered to work with us and with the architects on this. Another <br />area that concerns him is the Upgrade Program. He did not see <br />why we should pay an additional $20,000 to update the space needs <br />study that was done. <br />General Services Director Dean wished to use the Libraries <br />as an example, He advised that we contracted out separately to <br />do the interior design for the two libraries at a cost of <br />$44,000, or about 87� a square foot, and this proposed contract <br />is for 50� a square foot. He checked with another firm that does <br />interior design work, and they said they would not have <br />approached this for less than $1.00 sq. ft.; so, he believed we <br />have a good deal. Mr. Dean stressed that some people mistake <br />interior design for just picking out the color of drapes, walls, <br />carpets, etc., but there is a lot more involved, especially in a <br />public building, speccing out the furniture, coordinating colors, <br />and developing these specifications so staff can bid this out to <br />get the quality and type furniture we need. This assists staff, <br />and he would recommend we have it in the contract. <br />Commissioner Scurlock assumed included in this is the work <br />station modules, but Director Dean and Commissioner Eggert <br />explained that none of these are furnished; this just involves <br />drawing the lay -out. <br />Commissioner Eggert commented that if we.had had the group <br />referred to by Commissioner Wheeler at the time the libraries <br />were being constructed, she believed we would have used them <br />instead of having one designer do one room and one do another <br />because this is the professional group that has gotten together <br />as a unit. This group should have the ability to do everything <br />including specifications, and seeing as we are talking about <br />possibly saving $50,000, she would like to table any decision on <br />this contract a week so this group can be thoroughly investigated <br />to the satisfaction of staff.
