Dudeck, Jr., P.E. <br />County Traffic Engineer <br />SUBJECT: Proposed Contract for Traffic Engineering Services <br />Ki:mley-Horn Associates, Inc. <br />US 1 at Highland Drive SW and SR 60 at 82nd Avenue <br />DATE: May 7, 1991 <br />DESCRIPTION AND CONDITIONS <br />The County Traffic Engineer has recently received approval <br />,' from the Florida Department of Transportation for the <br />'`installation of Traffic Control Signal at Highland Drive SW <br />at US 1 and SR 60 at 82nd Avenue. <br />In negotiations with the Florida Department of <br />Transportation the County will be responsible for the <br />design preparation and actual construction of the <br />intersections. <br />Florida Department of Transportation will be responsible, <br />utilizing their existing "Push Button Contractor" to install <br />the required strain poles and purchase the equipment for <br />each of these installations since they are on roadways under <br />State jurisdiction. <br />This cooperative approach maximizes roadway user benefits <br />while minimizing the cost to both the Florida Department of <br />Transportation and Indian River County. <br />Indian River County has a Professional Services Agreement <br />with Kimley-Horn Associates, Inc. which is in effect thru <br />December 12, 1991. <br />Given the existing work load of the Traffic Engineering <br />Division Staff and the desire to expedite these two signals <br />which have been judged to be "warranted", it will be in the <br />best interest of the County to engage Kimley-Horn and <br />Associates to provide complete Design Services for these <br />locations, per the Florida Department of .Transportation <br />Specifications. <br />Kimley-Horn and Associates has prepared the attached <br />contract for County execution and is prepared to commence <br />design activities as soon as the Notice to Proceed is <br />received. The total amount of the Design Contract for both <br />locations is $7900.00. <br />ALTERNATIVES AND ANALYSIS <br />Since the plans must be developed in strict accordance with <br />Florida Department of Transportation Standards, the design <br />activities required are more extensive than on non -state <br />roadways. The present work load and lack of personnel, <br />preclude "In-house Design" at the present time.
