The Peak Season 1990 Annual Monitoring Report identifies the <br />.:49th Street/US 1 Intersection as operating below acceptable <br />standards. Subsequent Traffic Studies and "Highway Capacity <br />...Analysis" indicate that 49th Street is indeed operating at a <br />LOS "E". The aforementioned Condition 58 dictates that the <br />County shall accomplish needed improvements to maintain a <br />._LOS "D" during Peak Season. <br />The -Grand Harbor Developer has agreed to having his Engineer <br />accomplish all design activities, including Drainage Permits <br />and Florida Department of Transportation Permits which will <br />allow the County to construct the following improvements at <br />the subject intersection: <br />1. An additional Southbound Right Turn Lane on US 1. <br />2. Additional Eastbound Approach Lane on 49th Street. <br />3. Additional operational signs, pavement markings <br />etc. as required. <br />Based upon Preliminary Design Plans developed by the Grand <br />Harbor Engineer, an estimated cost of $60,000 has been <br />projected -to accomplish the needed Intersection <br />Improvements. <br />Traffic Engineering Division Staff's review of this matter <br />is contained in the attached November 30, 1990 memorandum. <br />In addition research indicates that school buses for all <br />levels of students, utilize this intersection at the present <br />time and will continue to do so in. the near foreseeable <br />future. These vehicles also have difficulty negotiating <br />this intersection. <br />RECOMMENDATIONS AND FUNDING <br />c Engineering Division Staff recommends approval of <br />the use of District 4 Traffic Impact Fees for the <br />re -construction of the US 1 and 49th Street intersection <br />once the Grand Harbor Engineer has accomplished all design <br />activities, including securing -Florida Department of <br />Transportation and Drainage Permits as well as providing <br />Indian River County with a full set of Bid Documents which <br />the County will then utilize for the actual construction. <br />The cost of all design activities and bid specification <br />preparation is to be borne by Grand Harbor's owner while <br />Indian River County's obligation is for actual construction. <br />.The present estimate for this construction is $60,000. <br />Funding is to be from account #101-154-541-. <br />ON MOTION by Commissioner Scurlock, SECONDED by Com- <br />missioner Eggert, the Board unanimously approved <br />the use of District 4 Traffic Impact Fees for the <br />re -construction of USI and 49th Street intersection <br />as recommended by staff. <br />47 34 <br />MAY 14 1991 <br />
