LETTER: Sam Alia, Secretary, VCA, Inc. to Bill Lewis, <br />FDOT dated Mar 30, 1991. <br />DATE: May 7, 1991 FILE:vista.agn <br />DESCRIPTION AND CONDITIONS <br />The residents of Vista Gardens, Vista Royale, and Forest <br />Park 'are requesting that the County participate in funding <br />25% of the cost of a 6001± pedestrian path along US 1 <br />leading from the south driveway of Vista Royale to the new <br />South-- Vero Square Shopping Center (Publix, etc.). The <br />approximate cost of the project is $6,000. The County's <br />:.share would•be $1,500. <br />ALTERNATIVES AND ANALYSIS <br />Since the project* is relatively small in scope, the County <br />staff does not recommend that an extensive special <br />assessment district be established due to the lengthy <br />clerical work involved. The Vista Civic Association has <br />indicated that a fund raising campaign will raise the 75% <br />property owners share. The alternatives presented include: <br />Alternative #1 <br />The County fund 25% of the project costs of <br />approximately $1500. The Vista Civic Association would <br />raise the 75% share of $4500. County funds would be <br />from budgeted Petition Paving funds (Fund 173). Public <br />hearings would not be recommended. In addition, the <br />County staff would prepare plans and manage the <br />project.. <br />Alternative #2 <br />Proceed through the formal special assessment program <br />procedures which would require resolutions, public <br />hearings, etc. <br />RECOMMENDATIONS AND FUNDING <br />Alternative No. 1 is recommended whereby the County would <br />fund 25% of the project cost and the Vista Civic Association <br />would fund 75% of the cost of a 6001± long pedestrian path. <br />Funding to be from Fund 173 - Petition Paving Account. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Eggert, to approve Alternative #1 <br />as recommended by staff. <br />48 <br />
