Baird, County Administrator <br /> Jason Brown, Budget Director <br /> FROM: Jennifer Hyde, Purchasing Mana <br /> SUBJECT: Best Value Procurement <br /> BACKGROUND: <br /> At the September 10, 2013 Board of County Commissioners Meeting, staff was requested to <br /> examine the Best Value Procurement process adopted in Polk County and its potential value to <br /> Indian River County.
