INDIAN RIVER COUNTY, FLORIDA <br /> MEMORANDUM <br /> TO: Joseph A. Baird, County Administrator <br /> CONSENT <br /> THROUGH: Christopher R. Mora, P.E., Public Works Director <br /> From: Manuel Cabo, Telecommunications Manager <br /> SUBJECT: Proposal for Replacement of SONET (Synchronous Optical NETworking) System <br /> and Approval of Precision Contracting Services (PCS) as a Sole Source Provider <br /> DATE: November 5, 2013 <br /> BACKGROUND: <br /> Intelect Technologies has closed their SONET (Synchronous Optical NETworking) product line as <br /> of December 2012. Indian River County uses Intelect Technologies' SONET to provide "talk <br /> paths" to the communication towers of the 800 Mhz radio system and the 911 consoles. The <br /> SONET backs up the Microwave System, and the Microwave System likewise backs up the <br /> SONET. With the SONET equipment no longer being manufactured, parts will no longer be <br /> available to keep our system operating. <br /> What is proposed is an alternate type of circuit transport architecture that is gaining mainstream <br /> status in this type of application. This proposed solution is more cost effective than SONET and <br /> closely approximates the reliability of the current SONET technology. Also included in this project <br /> are some fiber optic cable routing changes and small additions to improve the resiliency of the <br /> network. <br /> Precision Contracting Services (PCS) has been chosen to assist in the conversion of these <br /> Emergency Operations Department interconnected systems, due to their long experience with <br /> support, and their familiarity in repairing and documenting these systems over the years. <br /> ANALYSIS <br /> The SONET systems are now obsolete. Technical support and repair of these systems is no <br /> longer available. An upgraded system is necessary in order to ensure that these Emergency <br /> Operations systems remain operational. The above replacement work is comprised of the <br /> attached quotes: <br /> 1. PCS labor and fiber optic materials: $67,084.65 <br /> 2.
