Indian River County Protocol and Recognition Policy <br /> It shall be the policy of the Board of County Commissioners of Indian River County, <br /> Florida (the Board), that "proclamations," adopted by the Board of County <br /> Commissioners, to wit: <br /> Intent, Purpose, and Scope <br /> A. The intent and purpose of this Policy is to establish guidelines to provide <br /> uniformity throughout the process and to make written guidelines available to <br /> interested parties. The primary reasons for issuance include: (i) the issuance of <br /> formal recognition in support of a particular event, program, or cause, (ii) the <br /> recognition and celebration of extraordinary achievements of organizations that <br /> directly impact the County, and (iii) the honoring or recognition of important and <br /> significant occasions to enrich society, increase public awareness of issues that <br /> will help to improve the health, safety, and welfare of the citizens of Indian River <br /> County. <br /> B. This Policy applies to the Board's issuance and presentation of all Proclamations, <br /> as those terms are herein defined. Furthermore, this Policy shall provide the <br /> exclusive policy and procedure for presenting a Proclamation and shall <br /> supersede any and all provisions of other Board policies to the extent that such <br /> other provisions may be inconsistent with this Policy. <br /> C. Requests for Proclamations are reviewed on a case-by-case basis and the Board <br /> reserves the right to decline any request, as well as the right to make exceptions <br /> to this Policy and its procedures. <br /> D. These instruments of tribute bear the official Seal of Indian River County and the <br /> signatures of the Board. By virtue of their official nature and the prestige of the <br /> office of the elected representative signing the document, these instruments <br /> extend intrinsic validation upon an event in an official capacity. <br /> E. The County has several types of awards and honors for formal presentation at its <br /> disposal. These documents are usually presented at Board hearings and other <br /> functions by Commissioners or other County officials. <br /> Definitions <br /> Proclamation: a ceremonial document to be used for formal recognition, support and <br /> celebration of (i) a particular event, occasion, program, or cause, or (ii) an extraordinary <br /> or significant achievement or an organization that directly impacts the County. <br /> Certificate of Appreciation: these certificates are given to individuals to express the <br /> appreciation of the community for an extraordinary service rendered or a noteworthy <br /> contribution to the improvement of local life (whether social, cultural, economic, an act <br /> -•.- of selfless dedication or other). <br /> 172 <br />
