Guidelines <br /> The following guidelines will be used when considering the issuance of a Proclamation <br /> or Certificate of Appreciation: <br /> A. Requests for a Proclamation will be considered by the Board only if its <br /> recognition, support, or celebration will result in the promotion of positive quality- <br /> of-life activities taking place in the County or will increase public awareness of <br /> issues that will help to improve the health, safety, and welfare of the residents of <br /> the County. Examples of such activities and issues may include, but not be <br /> limited to the following: <br /> 1. Extraordinary or significant achievements of non-profit organizations that <br /> directly impact the County; <br /> 2. Honoring occasions of importance and significance to the residents of the <br /> County; and <br /> 3. Matters with widespread community interest or concern; <br /> B. Proclamations must affect a broad group of people. We will not issue <br /> proclamations for individuals. For individuals, depending on the occasion or <br /> event, a Certificate of Appreciation may be provided. <br /> C. Proclamations recognize a day, week or month. <br /> D. Requests for Proclamations or Certificates of Appreciation that are similar to <br /> those that have already been issued during the same calendar year may be <br /> declined. <br /> E. Requests for Proclamations may be declined if such request would result in the <br /> issuance or adoption by the Board of more than one Proclamation or Certificates <br /> of Appreciation per calendar year for the same organization, or for the same <br /> event, occasion, program, or cause. <br /> F. Proclamations or Certificates of Appreciation for an annually occurring event, <br /> program, or cause shall not be automatically issued or adopted each year. <br /> Requests for such Proclamations or Certificate of Appreciation will be required <br /> each year and will be reviewed on a case-by-case basis and issued at the <br /> discretion of the Chairman. <br /> G. Proclamations shall not be issued for: <br /> 1. Individuals, births, retirements, weddings, birth announcements, deaths or <br /> events that do not directly impact the County. A Certificate of Appreciation <br /> may be issued in lieu of a Proclamation and will be mailed to the requestor. <br /> 2. Campaigns, organizations, individuals, or events inconsistent with or contrary <br /> to County policies, ordinances, or laws; <br /> 3. Events or organizations with no direct relationship to Indian River County. <br /> Requests for Proclamations from national or international organizations must <br /> originate from an organization located in Indian River County, Florida.
