Mehta, P.E., Managing Director,Solid Waste Disposal District <br /> Subject: Amendment No. 3 to Republic Services for Rain Flap Removal Project & <br /> Approval to Install Fleetzoom monitoring system <br /> DESCRIPTIONS AND CONDITIONS: <br /> On March 19, 2013, the Solid Waste Disposal District (SWDD) Board approved a final payment to <br /> COMANCO Environmental Corporation (Comanco) for the Phase 2 construction of Cell 1 of <br /> Segment 3 Expansion in accordance with Bid No. 2012025. As part of this project, a "Rain Flap" or <br /> a temporary liner feature was constructed to bisect the 10 acre cell in half to reduce the <br /> generation of leachate from rain water. Our Class I Landfill Operator, Republic Services, has filled <br /> the bottom portion of the new cell to the half-way point and now the rain flap is ready to be <br /> removed. <br /> Our project engineer, Geosyntec prepared drawing and specifications under an existing work order <br /> and evaulated the bids obtained by Republic Services. Geosyntec recommends proceeding with <br /> American Environment Group, Ltd. (AEG) as a subcontractor under Republic Services to perform <br /> the rain flap removal project as the most qualified and cost effective vendor. Attachment 1 <br /> contains a full evaluation of the bids for this project. <br /> AEG has provided a proposal in the amount of $17,125.00 to perform the project. Adding a 10% <br /> management fee of $1,712.50 to Republic Services results in a not to exceed total project cost of <br /> $18,837.50. Although included in the bid specifications, staff recommends that we direct purchase <br /> a back-up leachate pump. Purchasing the pump directly will provide an approximate savings of <br /> $300 (7%sales tax and 10% management fee). <br /> Our project engineer, Geosyntec will be providing construction quality assurance services under a <br /> separate work order to ensure that the work is completed in accordance with FDEP rules and <br /> regulations. <br /> In addition to the above, this third amendment includes provisions to allow Republic Services to <br /> purchase, install, monitor and maintain an electronic monitoring system called Fleetzoom <br /> associated with our landfill gas system.
