Mr.Himanshu Mehta,P.E. <br /> 15 October 2013 <br /> llftwPage 2 <br /> During construction of the Phase 2 project, an east-west diversion berm and a rain flap were <br /> constructed to divide Cell 1 into approximately two halves in order to separate the landfilling and <br /> leachate in the northern half of the cell from the stormwater in the southern half of the cell. A <br /> pump was installed at the low point in the southern half to pump out the collected stormwater to <br /> the perimeter drainage channel. <br /> Since inception of waste acceptance within Cell 1, Republic Services Inc. (RSI), the Class I <br /> landfill operator, has been placing waste within the northern half of Cell 1. Geosyntec <br /> understands that with the current on-site waste operations, RSI would like to utilize the southern <br /> half of Cell 1 for waste placement. In order to utilize the southern half of the Cell, the east-west <br /> rain flap needs to be removed, and the leachate collection system (LCS) for Cell 1 including the <br /> primary geocomposite drainage layer, leachate collection pipe and leachate collection corridor <br /> (aggregate)need to be connected. <br /> In view of the above, SWDD decided to obtain bids for removal of the east-west rain flap <br /> through RSI under their operations contract. On September 24, 2013, SWDD requested <br /> Geosyntec to prepare bid documents for the Project. Geosyntec subsequently completed the <br /> preparation of the bid documents including a bid form and construction drawings for obtaining <br /> bids for the Project. <br /> .. SUMMARY AND EVALUATION OF BIDS <br /> On October 14, 2013, RSI forwarded to Geosyntec bids received for the Project from three (3) <br /> RSI approved vendors/general contractors: <br /> • Comanco Environmental Corporation (Comanco), Plant City,Florida; <br /> • American Environmental Group, Ltd. (AEG), Richfield, Ohio; and <br /> • Environmental Specialists International, Inc. (ESI), Baton Rouge, Louisiana. <br /> Attachment A includes the bids submitted by the contractors. Geosyntec utilized the bidders' <br /> completed forms to prepare the Summary of Bids table presented in Attachment B. The table <br /> shows that the total bids are: (i) $28,300.00 for Comanco; (ii) $19,625.00 for AEG; and (iii) <br /> $25,000.00 for ESI. <br /> AEG is the lowest bidder among the three. It is noted that ESI provided a lump sum amount for <br /> the entire work and did not provide a breakdown of cost per item on the bid form. In general, the <br /> price quoted by Comanco for items 1 (mob/demobilization), 3 (rain flap removal), and 4 <br /> (materials) were comparable with the prices quoted by AEG. However, the price quoted by <br /> Comanco for item 2 (dewatering) is 100 percent more than that quoted by AEG.
