PROCLAMATION <br /> DESIGNATING DECEMBER 1, 2013 AS WORLD AIDS DAY <br /> IN INDIAN RIVER COUNTY <br /> WHEREAS, HIV, the virus that causes AIDS, can be prevented through education, <br /> counseling and testing; and awareness towards zero deaths from AIDS related illness and <br /> discrimination; and <br /> WHEREAS, Florida is the third state with the highest number of HIV/AIDS cases in the <br /> United States, (after New York and California); and <br /> WHEREAS, In Area 15, from 2003 through 2012 the percentage of male HIV infection <br /> cases among African Americans decreased by 36 % and among Hispanics by 13%. In contrast, <br /> HIV infection cases increased by 84% among Caucasians; and <br /> WHEREAS, the HIV disease can be managed by receiving services offered by public and <br /> private healthcare providers as well as certain g4treach program; and <br /> t <br /> WHEREAS, in September 2006, a group of 22 Indian River County organizations formed a <br /> comprehensive network known as the Indian River County HIV/AIDS Awareness Network; and <br /> continues to keep the promise in fighting HIV/AIDS; and <br /> WHEREAS, this coalition partners in efforts to reduce the spread of HIV/AIDS through <br /> education and testing of residents of Indian River County and to encourage treatment for all <br /> those testing positive, and reduce the rate in our community; and <br /> WHEREAS, the vision of the Indian River County HIV/AIDS Awareness Network is to <br /> "Pass the Message....Not the Disease". <br /> NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br /> COMMISSIONERS, INDIAN RIVER COUNTY, FLORIDA that December 1St, 2013 is designated as <br /> WORLD AIDS DAY, and that the Board urges all citizens of Indian River County to join in efforts <br /> and observances designed to increase awareness and understanding of HIV/AIDS as a global <br /> challenge. <br /> Adopted this 19th day of November, 2013 <br /> BOARD OF COUNTY COMMISSIONERS <br /> INDIAN RIVER COUNTY, FLORIDA <br /> ose E.
