Kafer, Jr., P.E., County Engines <br />SUBJECT: Amendment No. 2 to Indian River County South County Regional Park <br />Intergenerational Recreation Facility Professional Civil Engineering and <br />Architectural Services Consultant Agreement <br />RFQ No. 2012024 — IRC Project No. 1135 <br />DATE: November 20, 2013 <br />DESCRIPTION AND CONDITIONS <br />On March 20, 2012, the Board of County Commissioners approved a Professional Civil Engineering and <br />Architectural Services Consultant Agreement with Borrelli & Partners, Inc. to provide design, survey and <br />cost estimating services for a two phase, 40,000 sq. ft. (approximate) Intergenerational Recreation <br />Facility at the South County Regional Park for the amount of $613,232.03. <br />Phase One was originally to include a 22,000 sq. ft. building, with two (2) high school -sized <br />basketball/volleyball courts, offices, multi -activity and multi-purpose rooms and associated restrooms. <br />Amendment No. 1 was approved by the Board of County Commissioners on August 20, 2013 for <br />$243,783.00 to increase the building to approximately 36,380 sq. ft., bringing the total contract cost to <br />$857,015.03. <br />During the preliminary drainage design, it was determined that existing utilities and stormwater facilities <br />make connecting the drainage outfall to the IRFWCD canal on the south side of Oslo Road unfeasible. <br />The outfall is being modified to discharge into the existing stormwater pond on County owned site east <br />of the South County Regional Park property. Additional survey services are necessary to establish <br />pertinent information on the adjoining site. A proposal from Borrelli & Partners, Inc. has been received <br />for this work, totaling $2,000.00 for additional survey work. <br />FUNDING <br />Under the County's code, all funds collected from public impact fees shall be used for the purpose of <br />capital improvements to public facilities under the jurisdiction of the County and notfor maintenance or <br />operations.
