S. <br /> Environmental Control Officer <br /> SUBJECT: Report of Activities for <br /> Fourth Quarter FY11/12 (July through September, 2012) <br /> The following is a summary of enforcement activities conducted by the Environmental <br /> Control Office during the above quarter: <br /> 1. The Respondent, Juliet Bruno, owns real property DBA Crab Cove, Inc. located <br /> at 11320 South Indian River Drive, Sebastian, Florida, which address houses <br /> numerous lots for mobile homes and cottages. Upon inspection of the premises, <br /> the Petitioner noted that a violation existed as to units 7 and 8, and as to the <br /> septic tank utilized by lots 13 and 14. There are a total of 4 violations in <br /> existence. Specifically, the septic tank behind units 7 and 8 does not have a <br /> proper lid, creating a safety hazard. The septic tank on the property located next <br /> to Unit#14 was found to be open wherein a submersible pump had been placed <br /> inside the tank which also serves unit #13. Septage was found to have been <br /> illegally discharged over the fence into a wooded area onto the property directly <br /> to the south. Septage was not being pumped by a licensed contractor or being <br /> transported and disposed of properly. The tank lid had been broken open, and <br /> had not been replaced and sealed properly. The tank was recommended to be <br /> abandoned. <br /> The Respondent came before the hearing board in August, 2012. At that point in <br /> time, the Respondent had taken corrective actions as to the violations existing on <br /> lots 13 and 14; however, the violations existing as to lots 7 and 8 remained <br /> uncorrected. A civil penalty in the amount of three thousand five hundred dollars <br /> ($3,500) was entered and the Respondent has entered into a repayment plan <br /> and is making $300 monthly payments. Respondent has also corrected the <br /> outstanding violations on the property and is providing the departments with <br /> W-- updates on the status of their sewer connection.
