LAWS <br />:It is requested that the data herein presented be given•formal <br />•consideration by the Board of County Commissioners at their regular <br />?meeting of May 21, 1991. <br />DESCRIPTION AND CONDITIONS <br />.On May 8, 1990, the Board of County Commissioners (BCC) approved <br />the transmittal of the county's application to the state to become <br />the local Designated Official Planning Agency (DOPA) for the <br />provision of transportation disadvantaged planning activities in <br />the area. <br />The State's Transportation Disadvantaged Commission (TDC) <br />officially notified the county of its approval as the DOPA on June <br />115, 1990. <br />The BCC/DOPA was required, as per Chapter 427, Florida Statutes and <br />Rule 41-2, Florida Administrative Code, to appoint members to the <br />Transportation Disadvantaged Local Coordinating Board (TDLCB). <br />On August 14, 1990, the BCC/DOPA appointed the required eleven <br />member TDLCB. The purpose of the TDLCB is to identify local <br />service needs and to provide information, advice, and direction to <br />the Community Transportation Coordinator on the coordination of <br />services to be provided to the transportation disadvantaged. <br />The county's Transportation Disadvantaged Local Coordinating Board <br />(TDLCB) is required to develop and adopt a set of by-laws, as per <br />the "TDLCB's Operating Guidelines" adopted by the state <br />Transportation Disadvantaged Commission on January 10th, 1990. As <br />directed by the TDLCB, the staff drafted a set of by-laws which <br />establishes a set of operating and meeting procedures for the <br />TDLCB; a -grievance procedure for resolution of complaints from <br />transportation disadvantaged clients/providers; and several other <br />rules. <br />On January 17, 1991, the TDLCB reviewed and made revisions to the <br />draft by-laws for subsequent approval at their next meeting. At <br />the February 21, 1991 meeting, the TDLCB approved the by-laws with <br />revisions. <br />The staff has completed the TDLCB revisions to the by-laws and has <br />attached a copy for your review and concurrence. <br />I <br />6 <br />
