Zito, Assistant County Administrator/ <br /> Department of General Services <br /> Subject: Lease Agreement with Youth Guidance Donation Fund of Indian River <br /> County, Inc. for Office Space <br /> BACKGROUND: <br /> The Youth Guidance Donation Fund of Indian River County currently operates as an <br /> independent 501(c)(3) organization. In the past, Youth Guidance was funded by the County in a <br /> manner more similar to a County Department rather than a standalone, independent entity. They <br /> were provided staffing, facilities and administrative support (computer technology, payroll, etc.). <br /> On October 12, 2012, the Board of County Commissioners approved the transition of this <br /> department to a standalone agency. Youth Guidance has since been repositioned to receive <br /> funding as an independent entity in the form of a grant for the remainder of this fiscal year. <br /> Beginning with the funding cycle for fiscal year 2013/2014, Youth Guidance may apply for <br /> funding as an outside agency through the Children's Services Advisory Committee process. <br /> In the past, the county has provided Youth Guidance with office space including utilities (water, <br /> electric, telecommunication and data access) within the County Annex facility located at 1028 <br /> 201h Place, Vero Beach. This complex also accommodates Ag Extension office and Soil & <br /> Water Conservation. In light of their conversion to a standalone agency, Staff has prepared a <br /> "transitional" lease allowing Youth Guidance to remain in their current physical location rent <br /> free one year. With the exception of electric and water services which are metered together with <br /> other county operations at the facility, all services previously provided to Youth Guidance have <br /> been excluded from the lease. <br /> The lease will terminate automatically if the Tenant vacates the premises or ceases to exist as a <br /> not-for-profit corporation; or, the County determines that it needs the Leased Premises for <br /> County purposes at which time the Tenant will be provided at least a one-hundred twenty (120) <br /> days written notice. <br /> FAAssistant County,Administrator\AGENDA ITEMS\2013\BCC 03-MAR 2013\BCC Memo-Youth Guidance lease.docBCC Memo- <br /> Youth Guidance lease.doc <br /> 138 <br />
