B. Consideration of Amendments to Mining Regulations in LDR <br /> Chapters 934 and 971 <br /> Mr. Boling provided background information regarding the status of the <br /> moratorium on applications for new mines in Indian River County, explaining a <br /> state law mandates the moratorium can go no further than January 7, 2009. He <br /> referred to his memorandum dated October 8, 2008, with 11 attachments and <br /> PowerPoint presentation, copies of which are on file with the Commission Office. <br /> Mr. Boling referred to the 38 suggested recommendations for change <br /> made by the Planning & Zoning Commission. He highlighted County staff does <br /> not have expertise in some of the groundwater issues and water quality issues; <br /> relying upon St. Johns River Water Management District and other agencies. <br /> Mrs. Linda Gonzalez arrived at 2.20 p.m. <br /> Lengthy discussions ensued regarding haul route traffic, requirements, <br /> noise standards, compliance and enforcement. <br /> Mr. Victor Knight gave his opinion regarding the special exception use <br /> permitting and discussion followed. <br /> �.
