Generally a plan's effectiveness can be judged by the degree to which the plan's objectives have been met. Since <br /> objectives are measurable and have specific timeframes, the plan's objectives are the benchmarks used as a basis to evaluate the plan. <br /> Table 9 identifies each of the objectives of the Gifford Neighborhood Plan. It also identifies the measures to be used to evaluate <br /> progress in achieving these objectives. Most of these measures are quantitative.
