The <br /> following are possible funding sources that may be utilized for implementing various strategies: <br /> ➢ Community Redevelopment Agency (CRA) <br /> A local government may form a CRA following the completion of a study confirming the presence of necessary conditions and a plan <br /> to address those conditions. CRA's are empowered to buy, assemble and sell property; to conduct studies; and to construct capital <br /> improvement projects. CRA's may raise funds through several means including Tax Increment Financing. <br /> ➢ Safe Neighborhood Improvement Districts <br /> A local government may adopt an ordinance that authorizes the formation of a neighborhood improvement district. Once the district <br /> is created, the local government may levy on that district an ad valorem tax on real and personal property of up to 2 mills annually. <br /> Funds from that levy may be used to initiate actions deemed most suitable for implementing safe neighborhood improvement plans. <br /> These actions may include modifications to existing street patterns; removal, razing, renovation, reconstruction, remodeling, <br /> relocation, and improvement of existing structures and facilities; addition of new structures and facilities; and coordination with other <br /> agencies providing relevant informational, educational, and crime prevention services. <br /> Community Development Department Indian River County 74 <br /> v <br />
