Matson, AICP <br /> MPO Staff Director <br /> DATE: April 12, 2013 <br /> SUBJECT: Consideration of Lease Agreement with the City of Vero Beach for new <br /> Transit Hub at 17th Street <br /> It is requested that the information presented herein be given formal consideration by the <br /> Indian River County Board of County Commissioners at its meeting of April 16, 2013. <br /> SUMMARY <br /> Since 2010, Indian River County's fixed route public transportation system, the <br /> GoLine, has utilized a site at the County Administration building as its Central <br /> County transit hub. Although the site has worked well operationally, the City of <br /> Vero Beach has requested that the GoLine find an alternative location for the <br /> hub because of concerns from local residents. In the spring of 2012, an <br /> alternative location was suggested by City of Vero Beach staff. That location is <br /> a city-owned parcel on 17th Street west of the FEC railroad tracks. In September <br /> of 2012, the Federal Transit Administration (FTA) awarded a Bus Livability <br /> Grant of$1,150,000 to Indian River County for constructing hub improvements. <br /> Recently, the City of Vero Beach and Indian River County have finalized a <br /> lease agreement between the City and the County for use of the 17th Street site <br /> as a transit hub (Attachment 1). Staff recommends that the Board of County <br /> Commissioners consider the attached lease agreement, provide staff with any <br /> comments, and approve the attached lease agreement. <br /> DESCRIPTION, CONDITIONS AND ANALYSIS <br /> Since 2010, Indian River County's Public Transportation System, the GoLine, has utilized a <br /> site at the south side of the County Administration Building as its main passenger hub. Though <br /> it lacks amenities such as permanent restrooms and shelters, the current hub is paved and has <br /> worked well from an operational standpoint.
