(Geosyntec) prepared this letter to provide Indian River County <br /> (IRC) Solid Waste Disposal District (SWDD) the results of an evaluation of the contractor bids <br /> for the Access Road Ditch Modifications (hereafter referred to as the Ditch Work) of the Class I <br /> landfill at the IRC Landfill(IRCL) facility in Vero Beach, Indian River County, Florida. The bid <br /> evaluation is a step in the procurement process undertaken by the SWDD to select the most <br /> qualifying and cost-effective contractor for the project, and was requested by Mr. Himanshu <br /> Mehta, P.E., Managing Director of SWDD. The remainder of this letter presents: (i) project <br /> background; (ii) summary and evaluation of bids; and(iii)recommendations. <br /> PROJECT BACKGROUND <br /> On April 10, 2012 the SWDD Board authorized Geosyntec under Work Order No. 4 to provide <br /> engineering and construction support services for Phase 2 construction of Cell 1 of Segment 3 <br /> Expansion(Phase 2 project). The Phase 2 project consisted of the construction of the Cell 1 liner <br /> and leachate control systems; some minor improvements to the stormwater management system <br /> and perimeter access roads within the Cell 1 construction limits and ancillary construction <br /> activities. The Phase 2 project began on May 21, 2012 and was substantially completed on <br /> February 6, 2013.
