Application Form <br /> Comprehensive Plan Text Amendment (CPTA) <br /> Indian River County <br /> Re: Vero Estates, LLC <br /> 1. What is the proposed amendment's citation in the Comprehensive Plan? Include <br /> the element or sub-element, page number, and if applicable, the objective and <br /> policy number(s). This amendment will change/add text to the Comp Plan's future land <br /> use element policy 5.6. Please see the attached draft Ordinances with applicable Comp <br /> Plan references. <br /> 2. What is the exact language proposed to be added and/or deleted from the plan? <br /> Please see the attached draft Ordinances with exact language to be added. <br /> 3. What is the purpose of the request? To add gas station and fuel sales within the <br /> commercial uses allowed in mixed use PD's and to permit a limited amount of <br /> commercial development prior to residential development in a "Mixed Use" PD. <br /> 4. What is the justification for the request? <br /> A. Gas station and fuel sales are allowed within all commercial zoning districts (CH, <br /> CG, and CL). Prohibiting this use would be inconsistent with the <br /> established/permitted uses normally permitted in commercial development. <br /> B. A "Mixed Use" PD's location is limited to areas located along SR 60, US 1, Indian <br /> River Blvd, 58'h Ave, CR 510, CR 512, and Oslo Road. These are major <br /> �..- thoroughfare roads with heavy vehicular use and should have permitted uses like <br /> gas stations and fuel sales which support the vehicular uses that occur. <br /> C. Timing is proposed to be changed to permit a limited amount of commercial <br /> development prior to residential development. This is needed to provide an <br /> economic incentive to develop a 'Mixed Use' PD. <br /> 5. Provide an analysis of the proposed amendment's consistency with all applicable <br /> goals, objectives, and policies of the comprehensive plan. <br /> Goals Objectives and Policies - Consistency Analysis <br /> As required by the County's Comprehensive Plan, any amendment request must be <br /> analyzed on whether the change in designation is consistent with the Goals, Objectives <br /> and Policies of the Comprehensive Plan. The following analysis verifies that the <br /> proposed change is consistent with the Comprehensive Plan, <br /> Future Land Use Element Goal Land development in Indian River County will occur in <br /> an orderly and controlled manner which ensures balanced growth that optimizes the <br /> potential for economic development, provides for the efficient use of facilities and <br /> services, and ensures the protection of the county's rich and varied environmental <br /> resources. <br /> Including gas stations and fuel sales within Mixed Use PD's is consistent with <br /> these stated goals. is appropriate, and is a logical inclusion for PD's. <br /> The inclusion of this use will enhance the economic development opportunities. <br /> ATTACHIVIl"'JI 1 _ 24 <br />
