Comprehensive Plan Text Amendment (CPTA) <br /> Vero Estates, LLC <br /> Page 2 of 3 <br /> - The inclusion of this use will make the development of the commercial "Mixed <br /> Use" more viable. <br /> Future Land Use Element Policy 3.2- Regardless of land use designation or zoning <br /> district, no development shall be approved unless it is consistent with the concurrency <br /> management system in the capital improvements element, and the levels of service <br /> established in this element and other elements of the Comprehensive Plan. <br /> The requested future land use plan amendment will not create any adverse <br /> impacts to the County's adopted levels of service. Gas station and fuel sales will <br /> not generate any more demand than other commercial uses currently permitted <br /> in the "Mixed Use" PD. <br /> Future Land Use Element Objective 4: EFFICIENT MIX OF USES TO REDUCE <br /> TRAFFIC DEMAND AND GREENHOUSE GAS EMISSIONS - By 2030, Indian River <br /> County will have a land use pattern that maintains the number of daily automobile trips <br /> per capita and the length of trips on county roadways at or within 10% of 2005 levels. <br /> Those levels were 4.53 daily automobile trips per capita and 18.94 minutes per trip. <br /> The inclusion of this use within a "Mixed Use" PD will provide additional <br /> incentives and the opportunity for new commercial development, which can <br /> provide commercial, retail and services, and new employment opportunities in <br /> close proximity to housing which will result in a decrease in vehicle trip lengths. <br /> Specifically permitting gas stations and fuel sales to be developed in another <br /> "type" of commercial project (which was previously prohibited), provides the <br /> opportunity to place and locate more of a use that directly services vehicles and <br /> will directly reduce the length of car trips in Indian River County. <br /> Future land use element Policy 4.1Land use districts shall be located in a manner <br /> which concentrates urban uses, thereby discouraging urban sprawl. <br /> Inclusion of gas stations and fuel sales within the "Mixed Use" PD's shall provide <br /> additional incentives to develop "Mixed Use" PD's. Mixed Use PD's were <br /> permitted in Policy 5.6 with a specific purpose to minimize urban sprawl. <br /> Future Land Use Element Policy 5.6: By 2011. IRC shall adopt development regulations <br /> allowing Mixed Use PD's in residentially designated areas ... <br /> Subparagraph 6 - "Mix of uses': Gas stations and fuel sales are proposed to be <br /> added to the commercial uses allowed. The reasons are as follows <br /> A. Gas station and fuel sales are allowed within all commercial zoning <br /> districts (CH, CG, and CL). Prohibiting this use would be inconsistent <br /> with the established/permitted uses normally permitted in commercial <br /> development. <br /> B A "Mixed Use" PD's location is limited to areas located along SR 60, U$ <br /> 1, Indian River Blvd, 581hAV', CR 510, CR 512. and Oslo Road.
