improvements along 45th Street and 43`d Avenue. <br /> Implementation Status: Several years ago, the County allocated $200,000.00 for that <br /> action. The money was then used for streetscape improvements (curbing) on 45th Street <br /> west of 43`d Avenue. Subsequently, an additional $200,000.00 was put in the budget for <br /> that project. Recently, the county proposed using Brownfield grant funds to design <br /> streetscape improvements along 45th Street, but the funding agency indicated that that was <br /> not an eligible expense. Currently, $200,000.00 is in the budget for that project, and staff <br /> expects to proceed with the project in the future. <br /> Action 4.8: states that"the county will work with owners of existing businesses in the area <br /> to obtain funds for property renovation and expansion". <br /> Implementation Status: After adoption of the Gifford Neighborhood Plan, staff researched <br /> the possibility of obtaining Community Development Block Grant funds for renovation and <br /> expansion projects. Staff, however, found that the subject area did not qualify for CDBG <br /> commercial revitalization funding. <br /> Action 12.1: states that the public works department will construct parking spaces, <br /> restrooms, benches, picnic areas, a children's playground, and basketball courts for the <br /> Hosie-Schumann Park. <br /> Implementation Status: That action was not implemented due to lack of funding. <br /> PLAN UPDATE <br /> As referenced above, many changes have occurred since the Gifford Neighborhood Plan was <br /> adopted eleven years ago. Therefore, it would be appropriate to update the plan to address current <br /> issues and challenges. <br /> Although all of the plan's actions have not been implemented, 82% of those have been,and most of <br /> those that were not implemented did not have community support. So the Gifford Neighborhood <br /> Plan has not sat on the shelf. <br /> When the Board of County Commissioners discussed the Gifford Neighborhood Plan at its April <br /> 16, 2013 meeting, there was discussion of initiating a more comprehensive approach to addressing <br /> Gifford issues. Specifically, there was reference to law enforcement and education. While the <br /> current plan does not specifically address those issues, an update of the plan could involve <br /> coordination with the Sheriff's office and the School District. <br /> As with original plan development, updating the plan will require coordinating with interested <br /> residents, community organizations, and appropriate county departments. Throughout that process, <br /> staff will need to identify the community's current concerns, issues, opportunities, and constraints. <br /> That will involve the following steps: <br /> • Update the plan's data section with the most recent available information <br /> • Update the analysis section based on the new data and input from Gifford residents <br /> 5 <br /> 71 <br />
