Six(6)of the bidders provided both a base bid for the HDPE directional <br /> drills and an alternate bid for FPVC directional drills,all of which had the base bid being <br /> lower than their alternate bid. Based on a.total lump sum basis amount, Felix Associates <br /> (W of Florida, Inc. was the apparent low bidder in the amount of$1,164,853.40 for the base <br /> bid which is 29%lower than our opinion of probable cost estimated at$1.64 million. <br /> The next two lowest apparent bidders were TB Landmark Construction, Inc. at <br /> $1,328;896 and Andrew Sitework, LLC at$1,394,524. <br /> In evaluating the three lowest bids,the second and third lowest bids were fairly tight and <br /> were within 5%of each other, while the lowest bid was substantially lower(11°/a)than <br /> the next lowest bidder.We did not see any irregularities in the bid numbers for any of the <br /> three lowest apparent bidders. <br /> As required in the Instructions to Bidders, Section 00100, 1.10,Part H, all bid submittals <br /> should include Section 00900—"Requirements for Experience and Qualifications for <br /> General Contractor and Directional Drill Sub-Contractor." Felix did not provide this <br /> information with their original bid,but did subsequently follow up with this section once <br /> it was determined they were the apparent low bidder. Therefore,Felix could be <br /> considered unresponsive in not providing this information with their original bid. <br /> Section 00900 of the project specifications requires that the subcontractor performing the <br /> horizontal directional drilling(HDD) should have a minimum of 1500 total linear feet of <br /> 24-in diameter pipe installed by HDD within the last six years. The subcontractor listed <br /> by Felix to perform the HDD work for this project,Young's Communications,has <br /> verbally communicated that they have this experience.
