For a number of years, the county has set aside $200,000 in funds for 45th Street streetscape <br /> improvements. Those funds have not been expended to date, because there have been no design <br /> plans for the improvements. <br /> ANALYSIS <br /> With the $25,000.00 in Community Planning Technical Assistance Grant funding, the County <br /> proposes to contract with an urban design consultant to engage the Gifford community and develop a <br /> specific community-based design plan for the 45th Street corridor streetscape improvements. A <br /> scope of work and a description of the project deliverables are attached to the agreement. <br /> In this case,the Community Planning Technical Assistance Grant funding will provide Indian River <br /> County the financing necessary to prepare a much needed community-based design plan for 45th <br /> Street streetscape improvements. Those improvements will create a positive community image and <br /> expand economic development opportunities in the Gifford community. <br /> FUNDING <br /> All costs associated with this project will be funded through the grant. There is no required local <br /> match. <br /> CONCLUSION <br /> The proposed grant project will provide funding to develop a streetscape design plan for Martin <br /> Luther King Boulevard. As such, the grant will assist the county in implementing the Gifford <br /> Neighborhood Plan. <br /> RECOMMENDATION <br /> Based on the analysis, staff recommends that the Board of County Commissioners approve the <br /> attached the Technical Assistance Grant Agreement between the Department of Economic <br /> Opportunity(DEO) and Indian River County and authorize the chairman to sign two copies of the <br /> agreement. <br /> ATTACHMENTS: <br /> 1.
