to the commercial Market Place area. On 491h Street,53rd Street,and 58th Avenue,there will be <br /> (W full movement driveways that will provide access to the overall project through a network of <br /> private internal streets. While all internal streets will be private, some of those streets will be <br /> open to the public and will allow continuous public access from 491h Street to 53rd Street. The <br /> portion of the project's street network open to the public lies in the eastern portion of the <br /> project. As proposed,much of the residential portion of the project will be gated with restricted <br /> access. The project's westernmost connection to 49th Street will be a full access driveway <br /> restricted to project residents. <br /> The dedication and improvements section of this report provides a list of traffic improvements <br /> to be provided over time as the project is built and as increasing numbers of vehicle trips are <br /> generated by/attracted to the project. Those improvements and their timing have been <br /> determined based upon a traffic analysis submitted by the applicant and approved by Traffic <br /> Engineering. <br /> Responsibilities for and timing of required improvements and conditions will be addressed in <br /> further detail in a developer's agreement that is being negotiated between Public Works and the <br /> applicant. That agreement may include additional improvements and conditions, and must be <br /> approved by the Board of County Commissioners prior to preliminary PD plan approval for <br /> Phase I of the project. <br /> 13. Dedications and Improvements: <br /> - Right-Of-Way Dedications: <br /> The County's Thoroughfare plan classifies 49th Street as a collector roadway <br /> requiring an ultimate right-of-way of 90'. Along the project's 49th Street <br /> frontage,two different conditions exist. For the eastern segment(approximately <br /> 2,616')of the project's 49th Street frontage,there is 80' of existing right-of-way, <br /> and the applicant will be dedicating 10' to complete the 90' ultimate width. For <br /> the western segment(approximately 1,328')of the project's 491h Street frontage, <br /> there is 30' of existing right-of-way,and the applicant will be dedicating 60' of <br /> right-of-way to complete the 90' ultimate width. Both of those right-of-way <br /> dedications will be made prior to issuance of an LDP for Phase I. To facilitate a <br /> county improvement of 49th Street west of the project site, the applicant has <br /> agreed to advance the dedication of a small portion of 49th Street right-of-way at <br /> the project's west boundary. <br /> The County's Thoroughfare Plan classifies 58th Avenue as an arterial roadway <br /> requiring 130' of ultimate right-of-way,65' on either side of the section line that <br /> runs along 58th Avenue. Presently,there is 40' of existing right-of-way west of <br /> the section line. The applicant will be dedicating 25' of right-of-way to <br /> complete the project's "west side" fair share. Prior to issuance of an LDP for <br /> Phase I, the 25' right-of-dedication for 58th Avenue will need to be completed. <br /> Through the proposed conceptual PD plan, the applicant is obtaining density <br /> (W credit for the right-of-way dedications for 49th Street and 58th Avenue,and using <br /> that density within the Providence Pointe project. <br /> FACommunity Deve1opment\CurDev\BCC\2013 BCC\ProvidencePointereport.doc 11 537 <br />
