, <br />DEVELOPMENT IMPACT: <br />Objective - Coordinate development intensity with the <br />carrying capacity of the existing roadway. <br />Policy Statement. <br />1. It is desirable that arterials and collectors <br />identified in the Thoroughfare Plan maintain a roadway <br />system at levels of service having stable flow <br />characteristics and that these thoroughfares should <br />*Class I Bikeways - Paved facility, separate from roadway <br />Class II Bikeways - Designated bike lane on roadway <br />Class III Bikeways - Shared facility with bike route signs <br />only approach unstable flow conditions during peak <br />traffic periods. The following road design and <br />capacities should be utilized as a base for assessing <br />the impact of additional proposed developments. <br />DESIGN TYPE CAPACITY <br />Two -Lane (two-way) 10,000 <br />Two -Lane (one-way) 12,000 <br />Three -Lane (two-way) 12,000 <br />Four -Lane (undivided) 20,000 <br />Four -Lane (divided) 24,000 <br />2. Off-site Improvements - Where necessary turn -lane, <br />deceleration lane, signalization, and other off-site <br />traffic improvements necessitated by new development <br />shall be provided by the developer. Design <br />specifications shall comply with the County's <br />Thoroughfare Plan, <br />with more than one development, the cost shall be <br />shared proportionately by affected developments. <br />ENVIRONMENT: <br />Objective - Roadways will be constructed to minimize adverse <br />impacts on environmentally sensitive areas, as specified in the <br />Conservation Coastal Zone Management Element. <br />3. Where off-site traffic <br />improvements <br />are associated <br />with more than one development, the cost shall be <br />shared proportionately by affected developments. <br />ENVIRONMENT: <br />Objective - Roadways will be constructed to minimize adverse <br />impacts on environmentally sensitive areas, as specified in the <br />Conservation Coastal Zone Management Element. <br />
