CR 510 and CR 512 - These east -west major arterials in the north <br />County will be increasingly burdened by through traffic moving <br />between I-95, U.S. #1 and SR A -1-A. Anticipated growth in local <br />traffic in and surrounding the City of Sebastian will create <br />further stress on these routes. At build -out, Sebastian Highlands <br />is anticipated to place additional stress on CR 512. <br />I-95 and Florida's Turnpike - These expressways move traffic <br />through the County with little impairment from local street <br />service needs. Without these facilities, U.S. #1 would be <br />operating above capacity due to the presence of both local and <br />through traffic. <br />TRAFFIC SERVICE AND DEMAND: <br />Objective - Develop an effective traffic circulation system <br />which meets the existing and anticipated needs of County <br />residents. <br />Policy Statements. <br />1. Construction of new arterials and collectors shall be <br />in conformance with the Thoroughfare Plan Maps and <br />Table 1. <br />2. Establish a system of continuous arterials and �tUAtt <br />collectors. New or reconstructed major arterials shall <br />be designed as divided facilities when feasible. <br />3. As the level of service on U.S. 1 north of S.R. <br />60 approaches unstable traffic flow characteristics, <br />an appropriate study should be undertaken to develop <br />plans for additional north -south thoroughfares <br />west of the Indian River which would alleviate those <br />conditions on U.S. 1. <br />4. When unstable traffic flow characteristics are <br />approached on existing bridges spanning the Indian <br />River, appropriate studies should be undertaken to <br />develop plans to alleviate such unstable conditions. <br />CODING: Words in smarxtrVirw type are deletions from existing <br />law.
